A pontuação do Canadá foi a maior ou então ficou perto do topo nos quesitos habitação, educação, saúde e satisfação com a vida dentre os 34 países mais industrializados.

Mas o que realmente chama a atenção é a última frase: cerca de dois terços dos canadenses, ou 66%, afirmaram ter ajudado um estranho no último mês; esse percentual foi o mais alto na pesquisa da OECD e muito acima da média, que ficou em 46%.

PARIS — Canadians have a “better life” than anyone in the western world except — by a narrow margin — Australians, according to a new analysis released Tuesday.

Canada scored at or near the top in such areas as housing, education, health and life satisfaction, among 34 major industrialized countries.

Sweden ranked third among the members of the Organization for Economic Co-operation and Development; the U.S. was seventh; and Turkey was a distant last.

The Better Life Initiative survey marked a major attempt by the Paris-based OECD, an economic and social policy think-tank funded by its members, to provide a broader measure of a country’s success than gross domestic product figures.

“People around the world have wanted to go beyond GDP for some time,” OECD Secretary General Angel Gurria said in a statement.

“This index is designed for them. It has extraordinary potential to help us deliver better policies for better lives.”

The index compares the 34 countries in 11 areas — housing, income, jobs, community, education, environment, governance, health, life satisfaction, safety and work-life balance.

Canada ranked first in terms of access to affordable housing, second on “life satisfaction,” and third on three categories — safety, health and education.

Canada’s worst score was in the area of governance, where it was near the middle of the pack.

While 67 per cent of Canadians trust their political institutions, well above the OECD average of 56 per cent, voter turnout in national elections was around 60 per cent — well below the 72 per cent average.

The report, in a commentary on government transparency, noted that Canadians can’t use the Internet or telephone to get information under Canada’s access-to-information laws.

“In addition, there are no provisions for anonymity or protection from retaliation.”

In its breakout analysis for Canada, the OECD tossed in a poll result from 2008 that wasn’t considered in Canada’s overall ranking but may, according to an official, help explain why many in the country have “better lives.”

Roughly two-thirds of Canadians, or 66 per cent, “reported having helped a stranger in the last month, the highest figure in the OECD” and well above the average of 46 per cent.

Citizenship and Immigration Canada (CIC) recently announced they are consulting with relevant stakeholders about changing various aspects of the Federal Skilled Worker Program. CIC is considering changing the number of points awarded in three of the six selection factors. CIC is also proposing changes to educational requirements and stricter rules for assessing the validity of Canadian job offers. According to CIC, these suggested changes are meant to reflect the current needs of the Canadian economy and enable immigrants to better integrate into the Canadian economy.

Points Changes in Selection Factors

Applicants will still be required to attain at least 67 points out of 100, in addition to meeting eligibility requirements, in order to qualify for the Federal Skilled Worker Program. CIC is proposing to change the maximum number of points applicants can receive in the following three selection factors: language, age, and work experience. Currently, applicants can receive a maximum of 24 points for their first and second official Canadian language, a maximum of 10 points for age if an applicant is between the ages of 21 and 49, and a maximum of 21 points for paid skilled work experience within the past 10 years.

i. Language

One proposed change would increase the number of points applicants can receive for a first official Canadian language (English or French) to 20 points, rather than the current 16. CIC is also considering establishing minimum language requirements for certain occupational skill levels. A higher minimum language requirement would be required for applicants with work experience in professional occupations, such as doctors, nurses, and engineers. Applicants with work experience in skilled trades would have a lower minimum language requirement.

ii. Age

CIC is proposing to increase the number of points in the age factor from 10 to a maximum of 12 points. Rather than maximum points being awarded until age 49, the suggested change will only allow applicants to gain maximum age points until the age of 35.

iii. Work Experience

CIC is proposing to lower the maximum points for work experience from 21 to 15 points and increase the years of experience required to obtain maximum points. CIC has noted that foreign work experience is not a strong indicator of success in the Canadian labour market and the additional points would be more beneficial in the language and age factor.

Other proposed changes

In order to make the Federal Skilled Worker Program more accessible to applicants with trade skills, CIC is proposing to reduce the number of years associated with education for those with a trade or non-university certificate. Currently, applicants who have a one year trade diploma must have also completed 13 years of full-time education in order to claim maximum points for that diploma under the education factor. Applicants who have a two year trade diploma must have completed 14 years and those with a three year trade diploma must have completed 15 years of education. If the proposed change is accepted, applicants with trade diplomas would be able to claim maximum points for their education with fewer years of full-time education.

CIC is also considering requiring applicants to prove their credentials are recognized by the appropriate Canadian authorities if their profession is regulated in Canada. For example, engineering is a regulated profession in Canada. Under the proposed change, any applicant who has work experience as an engineer would be required to have their credentials recognized by a Canadian professional licensing body before they submit their application for Canadian permanent residency.

Finally, CIC is proposing to establish clearer regulations for assessing employers and assessing whether a job offer is genuine. The Arranged Employment factor is an important aspect of the Federal Skilled Worker Program and CIC has noted that applicants who have Arranged Employment fare better upon arrival in Canada compared to those who do not have Arranged Employment. There have been numerous cases of fraudulent job offers from employers looking to exploit immigrants for money. With clearer guidelines for assessing job offers and employers, CIC is hoping to deter potential fraud.

Attorney David Cohen warns of a potential challenge with the proposed changes, “CIC will not be giving advanced warning of when these proposed changes will come into effect. If these changes are made to the program, applicants who are over the age of 35 and have lower language proficiency levels could have difficulties qualifying for the Federal Skilled Worker Program. If you qualify now for immigration under the current Federal Skilled Worker Program, you should submit your application as soon as possible as you may not qualify once the changes have been implemented.”

While CIC has not announced when they expect to change the Federal Skilled worker Program, Canadavisa.com and CICNews.com will report on any information as soon as it is revealed.

E aproveitando esse post, vou fazer uma breve retrospectiva de 2010, que, por sinal, passou voando por aqui. Esse ano começou bem: tivemos vários visitantes (Nossos amigos Luiz Eduardo e Luciana; minha sobrinha Gabriela) e uma moradora quase cativa (A Camila, que passou dois meses lá em casa); viajamos bastante (Fomos a Montreal e Ottawa – mais viagens programadas pra 2011); Bia foi ao Brasil visitar a família e os amigos (Eu e Edu ainda não estamos programando uma viagem ao Brasil, pelo menos em 2011); Edu começou um curso de Chef de Cuisine (Termina em abril e eu já engordei alguns quilinhos com os quitutes do Chef); os pais dele vieram passar Natal e Ano Novo conosco (Estão curtindo um friozinho de rachar); fizemos vários churrascos no verão e acampamos no Algonquin Park (Devemos repetir a experiência no verão do ano que vem); encontramos com nossos queridos amigos em várias ocasiões e tudo é motivo pra uma festa, um encontro.

Enfim, esse foi nosso ano e esperamos que em 2011 tenhamos muito mais pra contar!

Depois de 365 dias cheios de alegrias, algumas decepções, realizações, cansaço, ansiedade, reencontros, saudades, estamos aqui, firmes e fortes, prontos para muitos outros “aniversários de Canadá”. Nos sentimos adaptados, mas aprendendo muito a cada dia. Pois mudar de país não é fácil. É quase como nascer de novo! Tirar documentos, aprender como funcionam as coisas, interagir com a(s) cultura(s) local(is), destravar a língua pra ter a fluência no idioma, entender os diversos sotaques que existem por aqui, enfim, uma vida totalmente diferente da que tínhamos no Brasil em muitos sentidos, mas com a qual nos identificamos bastante e já nos sentimos “daqui”.

Agora é continuar na luta, com força e garra pra superar todos os desafios que ainda estão por vir! E aguardar mais dois anos pra dar entrada no pedido de cidadania! Yay!

Mas vamos ao assunto do título: bastou começar a aumentar a temperatura dos termômetros que Toronto e arredores mudam de cara. A mudança começa já na primavera com festivais de tulipas. E agora, que o verão está quase aí começam a acontecer outros eventos maiores tais como o Doors Open Toronto – que aconteceu tem umas duas semanas e é quando os prédios públicos abrem suas portas aos moradores e turistas -, o Carassauga (que acontece em Mississauga) em que podemos experimentar comidas de várias culturas e também apresentações de dança e música.

Mas um dos maiores eventos dessa época do ano é o Luminato. É um festival de arte e criatividade que acontece a partir do dia 11 de junho em vários locais da cidade. Vários dos eventos são gratuitos e parecem ser bem interessantes.

À medida que eu for sabendo dos festivais vou postando aqui. Dessa forma quem já está em Toronto vai poder aproveitar e quem ainda estiver aguardando o visto pode anotar no caderninho pra curtir quando chegar!
